The chain watch time is calculated based on how long you extend the chain timer.
For example, if you hit at 1:43, you would've extended the time for 3 minutes and 17 seconds. That is added up on all your attacks and divided by the chain time.
So if you hit 18 times at 1:00 and the chain is ongoing for 1 day now, each attack will be 4 minutes each*18 attacks=72 minutes of extension/1440 minutes ongoing chain time=5% watching. Of course your attacks aren't always at the same time, but you get the idea of how to calculate it.
And yes, that means watchers can be near the top of the watch list while not having hit as much, and also respect effective (you don't hit as often so your good targets are always up).
Edit: I know this since I watched for 16 hours with short breaks and only got 46 hits. I'm 4th on the watching leaderboard and 15th on base respect per hit anyway. Not that I recommend this kind of hit amount, but I was just saving my e for when chain was <2 mins each.
