I have noticed a major delay in completing certain actions (revives, trades, etc.) in recent days. I got this error message a few moments ago - wanted to raise the issue in case it can avoid an outage.

That looks like a kind of lag - inner lock timed out, happens sometimes, but I will assign to Joe for any case.
Since this was 14 days ago, before other locking changes made since then, I don't think there's any issue. Also it appears the revive worked successfully!
