How long after paying millions for rehab is it supposed to take to drop you addiction level back to zero?

Do you mean rehab mechanics itself?
Rehab gives 90 AP reduction at 1st, but upon more usages, slowly drops to 1 AP/rehab.
For reference the 1% Battle Stats Reduction (BSR) is 155 AP, each subsequent one is 10-30 AP, a Xanax at max Toleration is 17 or 18 AP, natural decay is -21 AP.
So 250K*18 for one Xan is 4.5 mil/Xan at max rehab costs

The employee stats update once a day around 6 pm tct, same time as the company report. If you clear your addiction via rehab it will reflect in next company report. If you take drugs between rehab and the next company report, you'll still show some addiction.

neve ever do 100% rehab. This is to save rehab cost over time.
It's generally thrown around everywhere in Q&A, so yeah.
Dunno if it's in the post 2 above me, but it's a consensus that it goes to 1AP/rehab.
Edit: It is: The max tolerance for rehab is 1 AP = 1 rehab (250,000$) => 1 Xan rehab = 8.7 mil
