I'd like to suggest wills as a means to convey property between spouses if one partner arbitrarily abandons the game. The length of abandonment could be determined by the partners on an individual basis or could be determined by the powers that be at Torn. If no spouse is on record but an individual is part of a faction it would not be unreasonable for a faction to require a civil agreement allowing for the appropriation of property after due time. The faction does provide succor and support, and it seems reasonable that it would be fair for them to receive a return for their efforts.

Search the forum and you will find many suggestions for this already. None have ever gone anywhere because they don't address the question of a player returning after a long absence and wanting their stuff back. The easiest solution is for you to give your stuff away if you're not coming back. BAM, problem solved!
If the amount of days that constitutes abandonment is specified, the returning played would have no standing. Bam, problem solved.
