It looks like you gain some ELO from winning attacks (doesn't matter if you leave/mug/hosp) and lose some if you lose a defend. I'd imagine it will scale based on how "even" the ELOs were to start. (ie. you'll get more ELO if you attack someone with the same ELO as you, and much less if you attack someone with like 1/5th of your ELO)

That said... I'm not sure why this is a player stat vs. a faction stat. Especially since inactive players have an ELO rating.

If you wanted to farm a lot of ELO, you'd play similar to how you play during the Dog Tags event; you'd simply turn your revives off, make a ton of attacks, and then fly/hosp yourself to prevent bleeding.

If its like chess then beating inactives won't matter once the inactives have lost a few times and you've won a few times. will all balance out quickly

Maybe we get elo based on all our personal statistics and this is how they will balance Elimination in future

Edit: Seems to just be based on attacks won/ defends lost etc, which idk how that could be a true indicator of "elo". Guess it means next elim all the muggers will be split up :P
