Thanks for pointing this out! The icon was saying that it was available when it actually wasn't. The fix is now live.

Is this not an outside hit ??

Also this is the second time, I have the early discharge icon, but not the button to actually get out of hospital.

Maybe i'm missing something ?

The icon/tooltip is a bug unfortunately, if the button isn't available - the early discharge system won't come into effect until a certain level of interference has occurred (info: https://wiki.torn.com/wiki/Outside_Hit#When_it_kicks_in).
