This entity is missing in Torn City, yet it could be useful. The library can be used to;
1. Boost intelligence stats
2.Shorten the education course being taken with a couple of visits.
3.Collect and loan out rare book collections.
4.Bring about more dynamics and gains from the current courses offered as education fields in Torn City.
etc.

I like 1 and 2. Can you provide a examples of what you have in mind for 3 and 4?
Torn City might have rare books/manuscripts maybe in museums or found in the city by some random players, these can be deposited in the public library for some sort of reward, as for educating, more can be done not only by decreasing education length, but also in terms of bringing in other gains that are not there from Torn's education.
This idea is actually good, but i aint sure if people are gonna like this or ched ignored your public library thingy and saying "it's too complicated", something along that line.
But for sure it's not complicated, just needs more add ups to the idea, some polishing and it's fine.
The idea that a book can only be read once, and that if it's read it can only be displayed but not even shared or sold to someone else is not cool at all. At least a public library in torn city can have a means of acquiring these special rare collections and loaning them out to the people, and there can be a great expectation to the outcome of this.
And since the books will be in demand, there can be penalties for late return of collections like fines or any other compensation that can be appropriate, so that the circulation of these resources can be effective.
Hello Guys it's been a while, but here we are again. So We have boosters and enhancers in the game for progress mostly, think of Library presence like some place in the city you can go for this. just like you go to the shops, banks and what nots, so can be. But We make this Entity more interesting, like you can sell your collected books here, you can check out a book to speed out course you are taking, etc etc, What do think?
