PHaSR Rifle

So I had a friend tell me something about a PHaSR rifle, a rifle that blinds and disorientates enemies, but is nonlethal.

PHaSR: Personnel Halting and Stimulation Response

So this PHaSR rifle is a "prototype non-lethal laser dazzler"(Source) that was created by the "Air Force Research Laboratory's Directed Energy Directorate, U.S. Department of Defense"(Source).

If to add this into the game...
The ammo can be Saft Ni-Cd battery which is the world's most powerful battery, and probably worth $50 each.
The ammo could also be something else that I haven't thought of yet...

It can be used to temporarily decrease Strength, Speed, AND Dexterity to 1/3 in fights for 90 seconds, with 500% of that happening over 10 turns. Maybe damage will be 10 because your eyes will be pruned and accuracy is 190 because it's basically a mass powerful flashlight, like an light tower, so the light/laser radius will be very vast.
With probably only 20-40 in circulation. And worth around 3bil-4bil. Only 5 clips with 1 battery each in fights. And can be compatible with some mods.

If you agree or want this gun in the game as a secondary weapon, with the added battery ammo. Please R+ till we have at least 250R+ and vote.

Shouldn't be 20-40 should be like 30 max in my opinion and lower the price to like 3.5b.

i would recommend changing it to 25% cos 50% for three is a bit OP
