Where do people advertise selling spies? Is there a very big market for them?

Mostly in the Attacking forum section and trade chat.
In addition to above, they will also post in the Trade Forums too.
There's a pretty reasonable market for spies. In particular when wars are coming up, I've known people who have kept an eye on the faction forums for hints of upcoming wars and offered deals on full faction spies.
