Received a mission from Duke to attack three pre choosen players. The first one is in federal prison. I am unable to complete this mission.

Is your mission Hide and Seek by any chance? If so you only have to find the correct player that meets the instructions (I.e level 20 etc.) rather than attack all 3.
Not Hide and Seek cuz that missions always have 4 targets.
either way, would be good if the OP gave some information, not sure how hard it is to copy and paste these days
