If a player becomes fallen do they still occupy a member slot? Since if they do some factions may choose to kick fallen players and that doesn't sound right.

They do not. They made it so you can still have 100
players in a faction, and have your fallen member as well. Then they never have to be removed to make space.. :)

Okay, thanks for the clarification.
So you can see, this was the announcement Ched put out pertaining to fallen players and when they did live changes for them to excluded :) here
