What does Museum do with all the plushies?

Museum is "final resting place" of all flowers and plushies. Players deposit millions of them every day. What does Museum do with them?

TORN City as it stands has no semblance of a utility company. Sure we have an oil company that exports and likely processes crude oil (to sustain our racing and flying addiction). However, there is no utility company that supplies electricity. So here's a hypothesis:

1) Plushies and Flowers are an excellent source for carbon-based polymers both synthetic and natural. With the right enzymes and catalysts, these can be reconfigured into all sorts of fuels and raw material for chemical synthesis. This could unintentionally explain the abundance of virus programs on the market. A sizeable portion of these extracted polymers end up as non-recyclable chips.
2) However, with any utility company there are loads of safety regulations and corporate taxes. All this means additional cost and diminished profit! There is incentive to hide all this income from the lazy TORN government by claiming that they are not-for-profit as an organization or that they have insensible losses from giving points away.
3) Hence, the museum is largely a front. While they do accept certain artifacts, no individual has actually visited the museum or taken photos of its interior. A museum can qualify as a non-profit far easier than any utility company.
4) A consequence of this proposed shadow operation is that TORN City must possess one of the most sophisticated recycling corporations in the world. One company necessarily needs the other to work.
5) In conclusion, the Museum is a front for either a utility company or a recycling company (or both) and that the plushies and flowers are used to power the city of TORN and supply building materials for manufacturing.

They collect all the drugs hidden inside and sell them on the black market- how else so people so easily import all these drugs from abroad?

Why, it’s simple! Plushies are known to grant immortality to those who consume them, so the museum staff eat the plushies to live forever

Bob, from Bit's & Bob's takes a hand picked selection of plushies and then carefully blends them into a secret recipe handed down over generations to create his Torn's best known fruit cake.
Even after hours of torture and extreme duress Bob would not give up the recipe.
