According to Proxima's Guide to Armor, Flexible Body Armour is the best body armor.
You can also see from Proxima's thread that the best armor combo would be Welding Helmet, Flexible Body Armour, Combat Pants, Combat Gloves, and Combat Boots.

Combat offers more protection for the area it covers but no protection on arms. Which is why flexible is considered better.
That's not correct I'm afraid - flex offers more protection for the chest but it doesn't protect the arms either.
Oops, had it backwards I guess.
Dont forget about Full Body Armor. If you aren't able to spend 100+ Mill on a good flex, better buy a 80% Full Body. Those are available starting at around 10 Mill. Upside of those is the additional coverage.
Yes, Full Body Armor's are a very solid alternative if you don't want to go premium Flex or something.
