If you visit the properties page, there will be a set of buttons below the property image:

Click "Lease this property" and it will give you a set of options to lease directly to a player or put on the public market:

Worth noting that amount you put in "Cost of rent" is over the whole period of rent - don't make the mistake of putting in what you want to charge per day, or you can expect someone to be having a very large discount :)
