Yeah they were part of an education course that cost 50m and you would get a dual melee weapon based on your highest stat when it finished. Hammer for str. Scims for speed. Axes for defense. And sams for dex. Back in the day, having strength as your highest stat was way more common which is why there are so many more dual hammers in circulation now than axes/sams.
Probably no one, I expect they were on a dev/test account and we made a change so they're not counted in circulation on accounts with Developer as the duties.
