You go to the newspaper, click job listing, and then click Find Jobs by whatever company you’re interested in starting up. At the top of whichever company, you’ll see a flag(if mobile), or it’ll say Start a Flower Shop (or whichever of your choosing)

One reason is, they just weren't ready to run a company. I suggest you read Baldr's Guide and wait a couple months.
