I would just add it is not EVERY 15 minutes for EVERY item, just that there are restocking at those intervals and any given item has a chance to restock every 15. . I believe how quickly an item restocks …

. I believe how quickly an item restocks is based on how fast it sold. So if the last plushie restocks went super fast, it will be a short wait until they are back. If it took days, it will be a long wait period.

same as the city shops. in half the time it took them to empty, on the first quarter hour after.
They restock… eventually.
