I'm with Sweeney_Todd on this one.
The proper way to handle this is to keep monitoring for "repeat offenders" and contact them via PM/chat, letting them know what they're doing wrong and that they're being monitored. If they don't stop - you share their details with your "vigilante" buddies, and proceed to hit/bounty them to your heart's content.
There's absolutely no good reason to throw people's names out like that, for what's amounts to a f**king trivial infraction. And I'm reeeeeally pushing the meaning of infraction to its limit here. In fact, I'd wager that by making these threads - being the recognizable name that you are - you're only making things worse, cause now more people will do it, just to piss you off... apparently not the hardest thing to do these days.
Besides, at what point does this whole "citizen's police" soapbox shtick stop being beneficial to the community, and just starts its descent into the bottomless pit of futility and joylessness that is trying to hyper-optimize the f**k out of every minute facet of the game!?
You're good with numbers, to say the least... Tell us then - what percentage of all NPC attacks are being ruined by early hitters, and what percentage conclude successfully? Is early hitting a real impactful issue, or are you just looking for more witches to burn?

When Andy loots early it's for research purposes so it's ok.
He's saying they can go down at loot level 3, 0%. Just not at Loot Level 1, 99%, Level 2 99%, etc.
How do we know that any money you receive is being spent the way youve said and not just lining your pockets? And that every person on the list has actually hit early? You need to show proof because there is nothing stopping people from making their own lists and asking people to pay a ransom to get a name removed...

Ngl this is just going to deter new players from joining loot battles. Believe it or not, npc attacks are an intimidating and confusing mechanic for many first timers. Add to that the perceived possibility of being mugged and chained on, and a lot more people will just skip it.
The popularity of looting has given us 3 new npcs in the past 6 months or so + dev focus on continually balancing npc mechanics. The concession that we make for that popularity is occasional biffed attacks. I worry that you're starting to bite the hand that feeds you.

I remember Andyman trying to hit an enemy goal but coming short of it (can't be bothered to dig it up, should be in the achievements section), this thread combined with his recent responses seems like an attempt to hit two birds with one stone, the birds being "karma" and "enemies" xD

There are a few dozen of us vigilantes (many who want to remain anonymous) who are actively enforcing this and over a hundred players who have reached out with words of encouragement and thanks since the start.

My initial reaction to the first 'Vigilante Justice for early looters' was positive, cause nothing annoys me more than one of the NPC's going down a few seconds before LL4, but after reading through this thread my opinion has reversed completely for the current form of it. Instead of immediately jumping to the Perm-hosp/mug phase, they should first be informed how to properly do these fights. If they continue to do so afterwards, than yeah escalate things a bit to try to get them to stop.

This is borderline extortion. You want people to pay you so you'll remove them from what is basically a chain target list. How do we know that the money that gets sent to you is actually being used for this? I don't know if anyone has actually paid this "fine", but as I'm writing this, no one on the current list has a sizable bounty saying they hit NPC's early.

This took me less than 5 minutes to fake without using photoshop or anything similiar to it. Unless you're getting logs from whoever runs the DUKE account, good luck properly enforcing payments sent to DUKE.
I genuinely can not wrap my brain around these next few statements, but I'll say what my general understanding of them is
"For those unaware, "early NPC attackers" are defined as players beginning their assault on the NPC before the NPC reaches Loot Level 4. (attacking a few seconds before IV is fine, but more than 10-15 seconds before IV = NOT OK)"
Attack the NPC 20 seconds before LL4, but theres 4 loot drops= Thats a paddlin
Attack the NPC 12 seconds before LL4, but theres 3 loot drops= OK
"If your playstyle is to get several NPCs attacks in with your friends at 15% at Loot Level 3, we got no problem. If your playstyle is to get several NPC attacks in right at 99%, we got a problem."
Get a group of friends and defeat a NPC when they hit LL2= OK
Attack the NPC 17 seconds before LL4 = Thats a paddlin
"To clarify, I don't care what loot level NPCs go down on. I just care that they don't go down at 98-99%."

I'd be much more pissed off and supportive of this type of vigilante justice against a group of people decided to sneak a NPC at a LL less than 4, rather than 1 dude doing a 500 damage hit 30 seconds before LL4.
People in the fight can choose whether or not to join in with early hits, so I do not see why only the first person should be punished so severely. Once everyone understands that if they don't join in with early hitters, the NPC won't be defeated, vigilante justice like this won't be necessary at all.

This is horrible. You have over 82 billion in net worth and are extorting money from people that have no where near that. Damn dude you should really be ashamed of yourself. You make great helpful advice for people and I respected that. But this is just foul. It’s just Icky.
