No, quality is just how good your weapon is compared to all of the other weapons of the same kind, a lot of people confuse it as Durability, which does not exist in torn

No. Also, weapon quality of weapons you buy from abroad or from the NPC shops is randomly generated. Normally any weapon quality of 50% or above is considered decent and pretty good.
In addition to what the others said, it is not uncommon for people to buy batches of armor or weapons abroad, come back to Torn and find they got only one or maybe none at all that are noteworthy. Then they either sell them to vendors or to players. Or dump them, I guess, but then I would expect to pull more in dump searches.
