NPC (non-playing character) fights are a good way to maybe get loot (if all you care about is what loot you can get, scroll to the bottom), build experience, and build weapon experience - as you are guaranteed a lot of hits. And, if you fight properly, you have a very good chance of never getting killed or even injured.
It's also worth a merit:

At the moment, the only NPCs that can be looted are Tiny, Fernando, Jimmy, Duke, and Leslie. Additionally, Scrooge is available to be looted during the holiday season (Christmas time), and the Easter Bunny can also be looted during April only, obviously around Easter. BTW, if you click and hold on those links, you'll get their mini-profile, which will show you the loot level they are at now.
In order to know when to attack, the best tool to have is Lugburz's script, "Torn: Loot timer on NPC profile", for Tampermonkey. You can get it here

When the timer for a particular NPC that you'd like to fight gets low, say 8 or 6 minutes, click on the NPC's name, to get to the 'Start Fight' (or 'Join Fight') page. Here, I had clicked earlier, and was waiting to join - it had first said "Start Fight", and I am waiting for say 50 people to join - if it gets to 100, you're too late and won't get in. Also, since your fight, once joined or started, will time out after 5 minutes, it's advisable to let the timer get to around the 2 minute if you can, leaving plenty of time to fight, once the real fight starts.

-For one, the NPC still has full stats. Two, if you start attacking early, before Loot Level IV, you'll be ostracized :-) You want to wait until the timer hits 0, he's at loot level IV, and people have started throwing flash and smoke and the like:
I can't stress it enough, wait until Loot Level IV before actually hitting!

This is when I'll start attacking. The little snowflake is me 'freezing' him with my Snow Cannon, reducing speed and dex by 50%. Lame hit, though :-( I've already hit 10 times at this point, I paused to take a screen shot.
The numbers in red along the bottom (opponent's side) are his stat reductions, and on the right, the stat reducers and other effects he's been hit with. The little blue circle ('93', in this case) is an indication of how distracted he is, which is supposed to be the number of opponents he has a choice of attacking - the higher, the better, as you will have a smaller chance of actually being hit in retaliation for one of your hits.

Once the fight is over, you can see who looted what, hopefully it's you. You don't have to win, you can stalemate, even lose, and still get loot.
It seems to be based on a lottery system, where the more hits you make, the more tickets you get. It may also be based on the amount of damage done. AFAIK, no one is really sure at this point. This is what you'll see in the attack log. If you did lose or stalemate, 'continue' won't show you the full log, yet. You'd have to click on the attack on your home page once it's over. You'd get an event if you did loot something.

If you're curious, scrolling down the right-hand side of the log will have your name in there somewhere, with the number of attacks and damage total. I sometimes join more than once, for WE, as sometimes they can take a while, especially late at night if few people join. If you plan on doing that, don't click continue when you time out - instead, click the NPC's link again, on the top of the page. It's quicker.
You can look for all the loot you've gotten by searching 'Events' on the 'log' link, on your home page:

Duke, the best is a Rheinmetall MG 3 (circ 60), very rare, worth about $9B. Next, a Homemade Pocket Shotgun (circ 838), ~$129M. Can also get a Madball (melee weapon, circ ~740, worth ~$24M), Nail Bombs (a temporary weapon, worth about $4.5M), pinstripe suits, classic fedora, trousers, and duster.

Leslie, the best is a Nock Gun, a very rare (circ 30) primary shotgun worth about $7B. Next is a Beretta Pico (circ 953), worth around $65M - I've gotten 3. Also Sand (a temporary weapon), sweatpants, string vests, riding crop, and black oxfords.

Jimmy, the best is a Breadknife (circ 31), very rare, worth about $4.5B. Also concussion grenades (a decent temporary weapon, nothing stops them, ~$2.4M), jeans, an LBC, and sweets like a bag of sherbet, pixie sticks and a jawbreaker.

Fernando, the best is a Poison Umbrella (circ 20), worth maybe $25B. He usually also gives out FHC's - very good loot! He drops FHC's about 80% of the time, it seems. Also a Bandit Mask, ~$3M.

Tiny - Best loot, a Sledgehammer (first one looted by Orion, circ now 9). Frequently gives Dumbbells and Boxing Gloves, SE's worth about $530M and $498M, respectively, and then e-cans, either 6-packs, Munsters, Taurines, or Red Cows. Also very good loot! Drops e-cans about 85-90% of time, and I've personally seen him drop SE's several times.

Easter Bunny - April only. best loot, an Egg Propelled Launcher (circ 9), Goodie Bag (~30 items, candy, alcohol and e-cans, ~$33M), Rabbit's Foot (collectible, circ 235, worth ~$1B), Ski Mask (~$84M circ 95), Bunny Nose (~$140M, circ 47), Bunny Suit (circ 14, ~$2.9B), and frying pan. I was on vacation when the eater bunny came by, so I don't have any of those.

To sum up people's thoughts on which NPC's to fight, for the best loot, MeanMike summed it up well:
"To me, the new NPCs Nando and Tiny, are a lot more appealing than the prior 3. The reason for this is that even when they drop lesser loot items, they're still valuable/useful to pretty much every player. Cans and FHCs are a lot more tantalizing than trousers, vests or Jimmys friggin candy, so how much actual work would it be to boost up the other 3 NPCs by replacing their trash lesser loot items with the cool stuff that Fernando and Tiny drop? I'll be honest, I dont even join Jimmy or Leslie fights, anymore, but that would change if they dropped something cool.. like a can. Just how I saw it, anyway...."
