Just keep on playing and you'll get xp from training, doing crimes, attacking other players etc. Don't worry about it though, I took around 2-3 months to get to lvl 15 which is what you would want to aim for (Traveling). If you haven't already you should read Baldr's Basic Advice, it's really helpful for new players.

Attacking and leaving with level you up the fastest if that is your main priority. Find weak, higher level targets.
