Is there a guide on how we should be performing city searches? Is it something we should be doing daily? Weekly? I’ve noticed I usually go days-weeks without finding anything. Am I doing something wrong?

Here’s what you need to know about city finds from the Torn Wiki.
The basics:
If you logon at least once in a 24 hour period, there is a chance of an item spawning on the city map.
Items don’t disappear, so you can’t “miss” them, so don’t worry about searching every single day.
It’s a random chance (affected by your Awareness) so you might go weeks without finding an item and then find five in a week.

I am of the opinion that, at most, check weekly as when something spawns it does not disappear. As some have mentioned, it is possible to go weeks without anything and when something does appear, most of the time it is not something of value.
As others have confirmed it is pretty much all RNG. You aren't doing anything wrong, but could improve your chances by putting merits into awareness if you feel so inclined.
Using TornTools makes it almost effortless.
I only do it once a month. 1st of the month (or soon after, whenever I remember) I pick everything up. So this is probably my reminder that it's end of the month and time to clear the map.
