We typically focus on 25k chains for best respect, speed, etc. But I got a request today for the top-respect chain of only 500.

As many smaller chains run over the bonus hit, I looked at chains that were 500-600 in length. This is across all of the chains from November 2019 through 29-October 2021. There are also some chains included from April 2019-July 2019.

First, the chains with the highest respect (minimum of 4,000 respect)

Note that there are faster 500 chains, but these are the fastest that also achieved at least 4,000 respect.

that's the guy who was spamming the forums with a 0-day account, getting deleted, spamming again... he didn't get very far with it, looks like staff finally shut him down entirely.

Average respect? You mean 8391 / 551 = 15.2 respect?

Respect earned is going to depend on a lot of variables. War hits, having war faction specials on so you can hit harder targets, etc.
