I've tried looking for answers in forums with no success. What causes dexterity to be blocked from training? My 3 other stats are available but dexterity is stuck at 25...

It is probably that the gym you are in has no Dex training.
Are you at the Beach Bods gym? If so, you need to change gym if you want to train Dex.
