Is the quality of weapons or armor important? Does this have a great influence on the performance of weapons or armor? Is it worth paying a lot of money to buy a high-quality one?
When you are just starting out, and have limited funds, you can get a lot more benefit from spending your money on training your stats than on getting really high quality weapons and armour. That said, you can usually find stuff that's up to maybe 30-40% quality for not much more than the really low quality stuff, and in my opinion it's worth spending the time and a little bit more money for that.
But some people will pay an extra $200-500M for a DBK or a piece of combat armour that has really great stats, and there's no way that's worth it if you could be using that to fund a lot of happy jumps, can training, or getting stock BBs for passive income. Also with the new weapons and armour coming out right now, a lot of people will be replacing their high quality standard gear with the new items, so I'd expect prices for good quality combat armour and normal weapons to drop a lot over the next months to year.

Quality is just a quick way to gauge how good a weapon is compared to other weapons of the same category. A 50% ArmaLite will always have better average stats than a 40% ArmaLite. It only makes a noticeable difference once you are in the billions of stats tho

Trade up. Buy bottom-tier for dirt cheap, then just have a look at the market every now and then. You can usually find something a few % higher quality for the same price you can sell your current piece for.
In regards to the "does it matter" question. Eh... kinda. From my absolutely not-an-expert observations, damage effects your damage output quite a lot. A point or 2 is pretty damn noticeable when you're hitting the same inactive chain target. (Since they aren't training, it's an easier read.)
Accuracy is a lot easier to visualize - 50 acc means if you are fighting someone with the same dex as you have speed, you'll hit 50% of the time. So going from 50 to 50.2 has f**k all of an effect. But 50->60 feels substantially different.
The quality stat itself doesnt actually influence the weapon in anyway-- the weapon stats are what influence the quality. Quality is calculated by seeing a weapons stats as a percentage of the maximum possible stats for that weapon (not including the stats of the new orange/red/yellow quality weapons) and each stat can contribute up to 50% of the quality.
Basically, it's a okay way to see at a quick glance if a weapon is (probably) good for its type, but it isn't wholly reliable. I believe the current recommendation to find if a weapon is good is to multiply its damage and accuracy stat together and compare that number to other weapons of the same type.
It's probably not important, but I was saying "not included" in terms of what "maximum possible stats" is used to calculate what is 100%. 100% isn't the "max possible stats" anymore, but 100% is based on what used to be the highest possible value. Youre correct that the new colored qualities use the same formula but exceed 100%.
