I heard it's a subscriber thing. I can't find any info on it though.
You are confusing it with something else entirely.
Free merit reset have been given in the past but it is not written anywhere that this is something that will be received year by year. That said, it should still be given but the dates may not be fixed. It was given 1-2 weeks after Christmas last year and on New Year the previous year iirc.
However, during Christmas itself, subscriber are given a seasonal gift of 3 free refill and 10 snowballs.
