Anyone knows , in mission reward shop , if i got offered a book there but i didn't purchase it, is that a 1.time offer only? Or that same book can appear there later too?

It's only a 1 time offer if you buy the book. It can reappear but the chances are very slim that it will happen any time soon, so if you want the book you should buy it
