But yes if your stats are high, that small difference is important
I'd choose high accuracy over damage anyday.

accuracy: if you are attacking someone who has the same Dex as you have Speed, and you're using a weapon with less than 50 accuracy, then you will be hitting them less than 50% of the time. but if you're using a weapon with, say, 62 accuracy, you will hit them 62% of the time. any weapon with more than 50 accuracy will make you hit more, as long as you have enough Speed to hit in the first place
damage: the damage stat is a multiplier to the damage you will do. so if you would do 1000 damage with fists (technically a 10dmg weapon) then you would do 5000 damage with a 50-dmg weapon
armor: the armor rating reduces the damage you take by the percentage. if you would take 1000 damage with no armor in the place you got hit, equipping an item with 40 armor means you would take 600 damage from that hit instead.
these are all the super simplified answers, since there's lots of other factors in torn's combat system, but regardless it is always true that better gear = doing better in combat. stats are also very important, of course, since gear acts (in a roundabout way) as a multiplier on your stats during combat

Short version- stats matter during a mismatch, equipment matters in an even fight. Avoid even fights. But it is nice if you can win them when they have to happen.
Better gear makes you fight better fact. Everything you can do which can boost your fighting you should do. If you have low rated gear all over thats not so good.
Low rated gear 'cripples' you and high rated gear makes you fight to the maximum. Ditch those 38 rated combat armours now and get 41+ rated.
Your weapons should be quality rating 50%+ in a ideal world.
