So thinking about how proxy factions run the whole map... My suggestion is, implement a tier system that for every time a territory is transferred between another faction it removes one tier?
No way did ched mean for 5 factions to get all rackets on the map.
Obviously the de-levelling of a racket when it's transferred would result in no wars for level 1 rackets, but, in a way that sort of adds to the incentive factor of warring for rackets - and honestly? Something is miles better than nothing at this point IMHO

I want to see a change to rackets, but this is not the right change. The suggestion is a knee jerk reaction to learning how the map works.

The top 5 factions can’t themselves hold every racket on the map, nor can they themselves assault every territory on the map. If a racket springs up in S4 West of the map, then IBB aren’t able to go and assault them as they’d have to drop all of their territories and make their way over to it. Theyd need to assault their way through S7, 6 and 5 until they reach the racket.
The only way that they’d be able to do it is either via intimidation. Hoping that the smaller faction gives in and takes the quiet live and the protection it affords (this is realistic for what Torn is, a crime game).
Or, they buy up a bunch of actual proxy factions (think PT family, NS, Monarch, etc.) who clearly have multiple factions runs by the same 1 person. They then use these proxies to do their business.
Again the 2nd option is pretty true to what Torn is.
That being said the 2nd scenario frustrates me more. A handful of rich players, who happened to take advantage of exploits in the past to make trillions have bought up the entire top 10 factions and essentially have 500 players at their disposal, getting around the 100 member limit. This scenario does make it difficult for the mid-large sized factions to challenge the ‘enterprise’ factions.
However I can’t see how it could be changed in a way that’d be fair, reasonable without lots of annoying rules.
I guess the outside hits/early discharge addition has gone someway to help even out wars/assaults to prevent faction families hanging up.
The intimidation faction you’ll never be able to get rid of. You just have to rely on factions standing up for themselves against the big dogs. Some will, some won’t.
