    They are talking the quick mods action using the plus sign on the Item image. In your recording, you can see the plus sign getting replaced by circle which indicates weapons bonus.

After I switch weapons, I can't add mods unless I refresh the screen (F5). In the screenshots below, I swapped from the Sig to my Armalite. This has happed on multiple weapons (both to and from every gun) and it has been happening for several days.
