So I'm working up the hall of fame for the revive banner, but I don't quite understand how the ranking works. I'm up to ~400 and know I need to get to top 250 to get it. I can't imagine I would be one of the top 250 people who have played torn when I've only been playing a year.
So my question(s) is, does the revive position drop again once you get up there or do you stay there if you keep reviving slowly?
Maybe it is the revives you have done the last year or something?
or is it really all the revives you have made?
If the later, then how come I've got to #400 so quickly when people have been playing for years?

As of right now you need to surpass 3,267 revives to reach top 250 - that's only 500 more than you currently have!
To answer your questions, yes it counts revives since you began, and reviving is a rather niche thing to go into now, esp. since the revive changes kinda cucked the playstyle. Pre-update people would typically get to 100 revives (for the merit) then never revive again, or people would go hard (there was a pretty hard line of 100 revives to top 7k or someshit, then it went up exponentially after that) - under the new system many players went out and did some testing for it; the consensus was that reviving now requires way more dedication, and most players are not willing to give up enough training e to dip into revives.
Yes, your rank will drop if you're not doing revives, but only because other people will be building their way up that same leaderboard. While your total number of revives in the HoF will never go down, your ratio compared to everyone else's will, meaning you'll eventually get kicked out of the top 250.

The merit is at 1k revives, not 100. But yeah, it's simply not worth the E. I got to 1k revives shortly before the award for top 250 was released, and I would've needed only 150 or so more revives at the time to be top 250. And even that wasn't worth it. I did 2 more revives when they released merits for reviving someone, attacking them, and then reviving them again, but that's it. They've since then released revive skill, and maybe I'll go for 100 revive skill some day if I'm really bored or they release a merit for it, but it isn't worth it financially to do so. There are plenty of other categories to work on getting top 250 in. Yes, they'll take longer, but Torn is a long-term game anyway.
And yes, if you keep doing a few revives here and there once in a while, you should be able to stay in the top 250 for revives forever. If you were to stop completely you'd drop out of it quickly. You'd still keep the merit and honor bar though.
