When you sit in the BB and the button has called and the SB also and you raise the pot...the button calls and the SB re raises your bet the BB isnt able to raise again to be able to push out the button player so he wil come heads up vs the SB

Was this a situation where SB was all in and thus maybe didn't raise enough for you to be able to reraise?
yes sb was all in but the button player had stack left...in order to make him fold pre flop or get more cash in the pot i should have been able to re raise again...so that the button player would fold or call more into the pot
This is not a bug - that's just what the rules are.
There is a certain re-raise amount that needs to occur to "open it back up to further raises". The raise has to be at least equal to the previous raise in order to open it back up.
So if BB raises 1000, SB would have to at least raise 1000 in order for it to open back up to further betting. If they all in for 1700 for example, that's less than the prior raise amount and therefore no more betting can occur (in this case their all in woudl have to be 2000 or more to open it back up).
I believe some places allow "at least 50%" of prior raise would open it up, but most i think it needs to be at least prior raise or more to open it up.

if i raise 100 and the button calls 100 and the sb raises all in 200 i should be able to re raise to 400 to have the button call
Yes that's correct, if the "all in" person raises at least the minimum required raise (equal to size of previous raise).
If this wasn't allowed provide the hand logs or something and it can be passed up, it just sounds like the raise didn't meet the minimum threshold though.
