    Using a VPN isn't against the rules, providing you're not doing anything illegal whilst using a VPN.

to be more specific you don't have to do anything against Torn rules when/by using the VPN.
if you use the VPN to buy drugs online and at the same time you are playing Torn, that could be illegal but Bogie won't care! ;)
