overseas attack bug

there's a bug and issues thread about this, although it was supposedly fixed 11 minutes before this post. I'm not sure when this attack was made but it is a similar problem to what a bunch of people have (they can't mug/hosp/whatever while you can't attack, but the error message is the same but i dunno)
