You will need to hold on to 50 tags and 250 tags respectively for both merits. (and hold them till the end of the competition? I forgot if this was a requirement)
If I remember correctly, it doesn't have to be until the end of competition, you just need to have a total of 50+/250+ dog tags at some point during the competition.

This is quite a perilous topic to discuss to be honest. the vultures are circling and they will know now that you are going to hold dog tags ...
