Once I hit nnb 60 can I do hacking crimes even if I'm aiming for a PA team?

Sure, you just should do some safe crimes after a fail to increase your CE again.
Otherwise you would fall back to 55 NNB.

Well, sort of yes, but maybe not?
So 60nnb is roughly 15k Arson equivalents. PA teams try to get 180k arson equivalents between 4 people. So if you were all equally pulling your weight, you would have 45k arson equivalents. That's a long way past 15k.
A successful PA helps with that, as the experience is wirth roughly 650 arson equivalents.
So really, it might be a good idea to keep hammering top CE crimes (arson warehouse and kidnap woman with $45k+) for a while yet to get a steady spot in a PA team. Otherwise, if some better 60 comes along, you might get bumped.
Having said that, if you join a meat warehouse with the perk to half CE loss on a red jail, then FBI hacks become CE positive, just a lot slower than Arsons or kidnap woman. So if your spot on the team isn't going away, that may be a good route for you to check out.

Been there done that (long long ago, way before my busting surge and my JUX days) and I shrank my nerve bar as a result...
So hear me on this: "can" doesn't mean "should"!

if you're in a meat warehouse with maxed success chance you can hack fbi to gain ce but its incredibly slow compared to just arsons
Makes sense
Fair enough

From the answers I got it just means don't or you'll not get there as quick
Best to continue with safe crimes and build your ce until you get into a PA, then you can do hackings.
Do Warehouse Arsons....
Hacking crimes are cash crimes, the don't do much for your CE, and when you fail all it does is pull you back.

Just being 60 nnb does not make you a good candidate to be on a PA team.
We can't see our CE (crime experience), and use nnb to sort of estimate it. But it continues to go up long after you hit 60 nnb, and the only way to estimate it after that is to compare to other members of your faction. (Anyone not in a organized crime, when you go to add them to an OC, will be listed in order based on CE, so you can compare "I'm ahead of Bob, but behind Amy".)
Unless you have an extremely strong team (the leader, in particular) then just being 60 nnb isn't enough. And unless you have 3 strong people for the team *and* you are the 4th highest CE guy in the faction, you probably won't be on a team. Because those 3 will usually get paired with the 4th strongest, they won't usually skip over him for someone with lower CE.
So if you just hit 60 nnb, you need to keep trying to push your CE higher until you are on a PA team. Once you've been successful on a team at least 3-4 times, you should be fine to branch out. Each successful PA will give you a fairly large bump in CE.
If you move to hacking, it won't totally kill your CE or anything, but it certainly won't help push it up into PA range.
