My suggestion is that it shouldn't be possible to OD at 0% addiction. So many times I've fully rehabbed, started stacking for war, and OD'd, which ruins my ability to participate (effectively) in a war.

It's just a logical and small protection. At 1% you could still OD. I don't think this could be significantly abused.

There was one other suggestion vaguely similar 5 years ago, but it was more complex. Some people argued about the 'realism' but this is a game and isn't terribly realistic either way.

Opinions welcome. Thanks

As nice as that would be, it fundamentally changes how OD's work. It's stated a number of times that Addiction has no effect on OD chance and it's not likely to change anytime soon. It is relatively minor, to your credit, but it's just better off left how it is.

I guess I look at it as why should you not be able to OD without addiction? The spirit of drugs you could OD the very first time you take a drug. That’s the danger and chance one takes (and we have the choice to not take so many drugs but do it for the sweet gains) But back to back ODs and especially after rehabbing sucks bad! So I get your frustration.

So what you are actually suggesting here is 2 OD rates for every drug type.

1 An OD rate of 0 for when you have no addiction.
2 A normal OD rate for when you have addiction.

Sorry, but this sounds rather confusing, how can a drug have multipul OD rates? Either you can OD from it or not.

TL:DR
OP probably ODd twice in close succession and wanted to have a little whine about it :D

Nobody likes to overdose, but it's a game mechanic that feels rewarding when you don't overdose on a happy jump or during stacking of a chain, war or pre-happy jump. This would also make the nightclub less interesting choice for people because of the 50% overdose chance reduction. Besides, the 2-3% OD chance of xanax is already very slim, so I don't feel like it's that big of a deal.

And as a person that offers xanax and ecstasy overdose insurance, it's a no for me too totally not for my own business-sake. Advert.
