Have you finished the crime edu? Also, in the entire history of Torn I don't think there's ever been a genuinely good guide lol. More one of those things where you pick up the details here and there.
Only change lately was lower losses when you fail.
If you got enough workstats in others, you can ask them to train your INT as primary and switch back to orginal before 18 TCT. This way you'll get your INT training without affecting company's efficiency.
When I first tried stealth virus I had the same issue, looked into it and I believe intelligence was the issue. I read up on it and saw that 10k int was recommended for computer crimes. So I assumed it might be fore viruses too
Same I also did stealth virus at 25 nnb can't believe I wasted 1k attempts on stealth virus but they all mostly failed I had to go back to thorough robberies
Most guides that I've read say if you seem to be failing a crime consistently, then go back to the one before it, and do a few more hundred of them. Then try it again. That being said, if progression is your primary concern, 4am gave the best advice. "Just go straight to arsons"
You can always go back for merits once you are in a PA, or at least hit 60.

Its mostly a cookie cutter path, but nash's guide was written at a time when the jails did percentage damage, so it's very conservative. The fastest ce growth can be achieved through trial and error to get to arsons quick and then just keeping up with arsons.
Do some 2-3 nerve crimes, keep checking jackets, as soon as you start getting greens in jackets, move to them. Keep doing jackets until 900 or so, check thorough robbery. If you get green there, move to that, otherwise grind a hundred more jackets and try again. Then keep doing thorough robberies. Start the driving licence edu as soon as iv therapy and general intro course is done. By the time you get the license, you will have done several thorough robberies. Now it depends on luck. If you get few arsons green, then you're good to go for arsons, otherwise do some more thoroughs and then try again till it's green
Nash's guide, the most popular crime guide, recommends a very risk averse path; recommending jackets and stealth virus, both of which are 100% green after success cap, and at worst blue. That worked earlier, but since hosps and jails do ataticbce damage, you can play a bit more risky to get higher ce gains
