    You get the title for the title you have the highest rank in. Booster rank was 6k or something by default in tornstats iirc. So if people don't play much and the other ranks are below the default booster rank …

So I've seen some people with that title who used 1 stat enhancer based on personal stats page, but I don't think they are in SE range yet.

Did they like accidentally use it before figuring out how it worked, or was it purposely to get the title?

Some new players who find SE's in their city maps use them without knowing what it's good for. Some restarts and multi-accounts just use it to flex.

You get the title for the title you have the highest rank in. Booster rank was 6k or something by default in tornstats iirc. So if people don't play much and the other ranks are below the default booster rank they may get it without using se's.

Edit: 7427. If you don't have other titles with rank higher than that you'd get the booster title without having used any se
