Why is it call OVERdose when you can only ever take one item of drug at a time?? It ain't like you can take multiple drugs given the cooldown limit.

You took some Xanax and downed a glass of water. A headache was followed by nausea and vomiting. You overdosed.

even though you technically take a single item per CD, according to the events you take some of a drug meaning any amount really

I thought overdose referred to the level of that drug in your system reaching a certain threshold? Cooldown and rehab don't clean up the leftover traces in your blood.
