The OC? It's organised by your faction where you and some others have to be in torn and active in the last 6 hours. The OC has to be pre-planned. They can either fail or succeed. If it fails, you'll get some hosp time. If it succeeds, the faction earns some respect and money.
All organised crimes offer additional experience towards your crime exp, which in turn helps with your natural nerve. You can use TornStats to see what effective arsons you've done (which helps you calculate towards 60 NNB).
