Baldrs guide has targets to hit to level up.

Look at tutorial and guides to find it. Essential reading when you want to get serious on the game.

You level up by gaining experience which is hidden in Torn. Attacking and leaving gives the most experience. Mugging, hospitalizing, doing crimes, training, gaining work stats, and using certain company specials all give xp. Learn more here:

You can also attack these targets in the link below based on who is weaker than you. The idea of levelling up faster is to attack targets higher in level than you but that you can beat.

Targets: 100 - 1k Total Stats
Do not bother mugging them, as they will give no money and are inactive. Leaving them on the street gives the most EXP for levelling up:

Attack leave highest level people you can easily beat. Their stats don't matter much, i.e. you don't need to aim fo lr high respect by aiming for targets with 70% your battlestats. Only level. The fastest way to go it would be to train your battlestats up to 70 or so each, then start hitting the levelling targets
