There is that option of you not attacking anyone. Just change your playstyle. Torn is for everyone and every game style. Check out Honor_Scholar if you are interestd.
But just like you have your option of a non-agressive playstyle, others choose the option of an agressive style. You cant force others to do what you like.

I mean, it's technically true that you can play however you want. Certain approaches are just strongly reinforced by the game mechanics. You can be a total pacifist if you're okay with having your progression slowed down in a lot of ways. You can stay completely within the law if you're okay with being useless even to the factions that were still willing to take a total pacifist. They weren't lying when they said you could play however you want; they just neglected to mention that most playstyles are structurally punished.
So maybe they should just take that line out, but if you're after realism, consider this: in real life, it's common for people to tell kids, "you can be anything you want when you grow up." They generally leave out the "some terms and restrictions apply" part.
