it is based on how many revives you do once you get that ability. it increases the chances of a sucessful revive, and the life gained after the sucessful revive.
Reviving people with a lower success chance gives more skill.

I recommend checking out the wiki for reviving. Basically as you do more revives, you’ll increase your skill. A successful revive at 10% success chance will yield 10x more revive skill.
