Listen, in all honesty, there definitely are factions out there that don't participate in RW and are pretty chill. They still require activity at least sometimes, but they don't require a lot of faction activity, if any at all. I'm sure that had you approached it differently instead of being hypocritical and just kind of a dick, plenty of factions would've reached out. But you didn't. So, you've made your bed... Now you have to lie in it.

Yes there are non-warring factions in Torn. However, they are likely still ran by passive-aggressive "persons." Luckily since they don't expect anything from you in those factions, it's difficult to bring out this side of them. In your case, I would avoid talking to them as much as possible.
