It's an official rumor just like Crimes 2.0
There is no more progress to do after Duke is maxed out ?
Currently you can only get to half way on Dukes missions (not any further than the half way point) and that is the current max.
In time, other missions will become available and as above. Other mission givers will be released too.
There is no set time or date to confirm when these will become available. Keep an eye on weekly patch notes for little clues for these though as they can often appear in the developer focus list.
