Let me repeat the correct, non-bullshit answer:
After a while Duke starts attacking and bountying you.

Aside from bounties (whose costs will add to your loan) he will also mug your cash on hand, and unlike players, he doesn't care about mug protection. in rare scenarios, he may intervene during your attacks to take you down while you're beating on someone else.
