You can get them from the 13 nerve crime, very risky though, donate packs, subscriber https://www.torn.com/donator.php.
And you can buy them with ingame cash at the points market https://www.torn.com/pmarket.php.

If you are a Subscriber, you have a chance to win Points in the daily Subscriber draws.

Submitting a comic to the paper successfully is a good way to net 250pts
Referring someone to the game gets you 250 points everytime they gain 10 lvls
