In missions like 'Birthday Surprise', the items (like Metal Nunchakus) you're supposed to buy do not appear in their respective countries (like Japan). The item will appear before and after the mission, but not during.

The items abroad follow the same refill cycle like flowers and plushies. It does not depend on whether you have a Duke mission live. You also do not have to go to Japan to buy the Nunchakus, you can buy them in Torn and it will still work.

I know what the items are SUPPOSED to do, LOL, I'm saying the item DIDN'T show up abroad until AFTER I bought it from the Item Market, and completed the mission.
