Do you need the PC as an actual pc or just to something to play, because if you just want something for gaming, with that budget i would go for a console instead it would offer you a better experience for your money...

If you do need a PC, depending if you already have periferals a second hand one might be a decent option to still get something with a decent performance, otherwise i would say a laptop, but surely can't expect to play any recent AAA title on it.

You'll have a hard time getting something that will actually run games and be enjoyable unless you go with second hand components as much as possible and build it yourself. Your gpu alone will be at least half of your budget and a decent gpu is a must if you're planning on playing games with any regularity

I bought an HP Omen and added some DDR4's and shit. I am happy with it but I am not a hardcore gamer by any means. I play Torn and Minecraft with it XD

Minecraft can still be one of the most demanding games for a PC.

That being said for OP, PC Parts Picker is a great place to get an idea of what your budget should be for a new PC.
They have a couple pre-built systems for Intel & AMD at entry, mid, and high level price points that give you further information
on what you may or may not need/want in a PC.

Great starting point that can give you an idea of parts which may further help your decision. If you are also planning on building over a long time, you can always hit up websites that sell components, sign up, and keep an eye out for deals/discounts on specific parts you want.
